Using Kepler's Laws to travel in the solar system

A space craft launched from Earth can be put into orbit about the Sun and sent along an orbital path that will eventually cause it to arrive at another object, so long as the velocity of the spacecraft is just right. It cannot go too fast, which would send it past your target, or too slow, which would not get to your target.

Input velocity value at the Earth to determine if you will reach your target. You should use fractional values, such as 5.4 for example. Do not use only whole numbers.
